Which of the following most accurately describes the problem?

ROSPA has produced yet another comprehensive safety pack on the Green Cross Code for children. It's got everything from jigsaw puzzles to the latest traffic signs. What it doesn't have is a solution to the sign reproduced here.

It's true: this is a sign erected at Ludgate Circus, London, and drivers travelling south are supposed to read and understand it in one minute maximum if they happen to be near the head of the queue at the traffic lights. I can't offer a prize to the reader who underst, ands it first, but treat this as a warning to avoid Ludgate Circus unless it is your intention to keep travelling south—it seems that's the only way left to go.
