Which of the following most accurately describes the problem?

• A new London coach pool or coach availability service for 1971, covering journeys beginning and /or ending within the Greater London Area is proposed by Grey-Green Coaches Ltd. Basically the system is similar to that which was operated by R. and S. Travel Co Ltd last year (CM March 6 and April 3) to provide a London clearing house enabling coach operators to make maximum utilization of their vehicles.

The procedure and terms of the arrangements are as follows: Operators with vehicles available in the London area should phone 01-800 8010 or telex 262950 and ask for "Inter-Hire. They should give their name and telephone number; number of Vehicles and years of registration; capacity; dates and times available; and any restriction on the type of work they will accept.

Operators requiring vehicles should phone or telex as above, giving their name and telephone number; number of vehicles required; capacity; dates and times; and any special requirements. Grey-Green will then refer those requiring coaches to those with coaches available. Between themselves the two parties will settle arrangements. including price.

Grey-Green should be informed when vehicles previously notified as available are no longer available. Grey-Green will not be responsible for the failure of any other party to carry out any arrangement.

The company may, without explanation, decline to accept the particulars of vehicles available from any operator or may decline to pass on information to any operator. For 1971, Grey-Green does not intend to make any charge for providing the information service, but will review the position at the end of the summer.

Mr T. F. McLachlan, director and general manager of Grey-Green, told CM on Monday that the scheme was proposed to replace that of R. and S. which had discontinued its coach pool. The intention was to provide, on a modest scale, a clearing house for operators to meet short-term contingencies. Coaches would be available for hire any day in the summer. Grey-Green hoped to keep the information service a free one, but this would be reviewed if necessary.
