Which of the following most accurately describes the problem?

THE OWNER OF a truck park in Suffolk says his business will be ruined if the local council forces him to restrict the site to truck drivers.

Karl Rout claims the Orwell Crossing Lorry Park is a hit with all motorists and he would be discriminating against the public if he only admitted hauliers.

But Suffolk Coastal District Council says planning permission was granted on the understanding that only truck drivers would visit the park, which includes a restaurant, bar, showers and parking for more than 100 HGVs. There are also claims that the access road is only suitable for HGVs.

Rout says 90% of his customers visiting the restaurant over the weekend are car drivers: "It will finish us. If it meant reducing [business] to just truck drivers we would have to reduce staff levels down dramatically too. We might as well have a burger van at the side of the road. "I have had two or three drivers talking about blockading the road [but] I don't want to annoy the police as well as the council."

A council spokesman says: "I have been corresponding with the Routs for between six months and a year now, trying to explain the position. If Mr Rout was unhappy with the limitations and restrictions he had the opportunity to appeal the planning considerations. He didn't do that."
