Which of the following most accurately describes the problem?

HIGH intensity rear foglamps must be fitted to most new vehicles after October 1, 1979, but they must not be attached to the brake light system.

Vehicles built after October 1, 1979 and used on or after April 1, 1980 must be fitted with a minimum of one, but maximum of two rear foglamps positioned no less than 100mm from its stop lamps.

They must not be wired to light every time the brakes are applied, but should be used in conditions of poor visibility such as fog, snow, heavy rain, or spray.

There are also limited circumstances under which a driver may use rear foglamps when he is forced to stop.
