OLLOWING the announcement .12 made on page 80 in our issue for last week, we are now able to give details of the sitting a few days ago at which the Northern Commissioners were advised. of the provisional arrangements made by Ribble Motor Services, Ltd., to present a co-ordinated scheme of passenger transport for the Carlisle area.

The Ribble company, with allied companies, has arranged to purchase the tramway undertaking, the corporation agreeing to receive f3,500 in payment of its street-reinstatement claim. The city council has waived its power of purchase under the Tramway Order. The Ministry of Transport has intimated that the proposed arrangement regarding the reinstatement of streets would appear to be a matter entirely for the decision of the corporation. It is understood that the figure to be paid for the tramways service is £25,750.

In only two instances have the Ribble concern's negotiations with the smaller local operators not yet reached a state of settlement. There are six applications on the list in respect of Messrs. Simpson and Thompson, and the firm have .reluctantly agreed to the hearing of these applications being postponed until a date in October, when the whole Carlisle position will be reviewed by the Commissioners. This date has been fixed for October 13th, and the hearing will, if necessary, last until Saturday, the 17th.

The terms arranged provided that the operators whose services are being acquired should cease as from August 21st, and the Commissioners have granted short-term licences to permit the Ribble company to carry on until the October sitting.

The Commissioners have congratulated Carlisle City Council on its decision not to proceed with applications for road-service licences, considering that the council has very wisely left the matter to others experienced in road passenger transport. The Commissioners have requested the Ribble company to make provision so that their through services should not cause Congestion outside the Town Hall, and they have recommended the corporation to provide parking places for publicservice vehicles, stating that there is ample authority for the provision of such places, without any serious charge falling upon the rates, if the corporation will proceed under Section 68 of the Public Health Act, 1925, and then apply to the Minister (4 Transport to put into operation the provisions of Section 90 of the Road Traffic Act, 1930.

The decision of the Commissioners to standardize single fares in the urban areas at 1d. penmile (with a reduction of 25 per cent, on the fare for the return journey) was reiterated at the sitting in question, the fare in rural areas to be id. per mile (single). Return tickets are to be available for three months, inter-availability of return tickets being enforced where practicable.

With regard to weekly tickets, the Commissioners wish the Ribble company and others concerned in the scheme to work to a fixed rate of 0.66d. per mile, These weekly tickets are to be issued for 12 journeys and must show the date of issue; the 12 journeys are to be taken within 14 days of that date. The form of ticket is to be approved by the Commissioners, and special clippers, to be changed daily, must be used. The only decision so far reached regarding season tickets is that none shall in future be issued for a longer period than six months.
