Which of the following most accurately describes the problem?

RE,ORGANISATION of the Road Haulage Association's tipping service will be completed within a year, the RHA national council decided at a meeting on Tuesday.

They have agreed to the formation of a national tipping service to replace the regional service. The new service will be split into seven areas to cover the whole country.

And the RHA say that the first three areas are to be set up immediately. One will cover the West country and South Wales, another the Midlands and the third will be for North Wales and the coastal areas including the West of Scotland. Other areas will follow with in a year to complete the new service. As a temporary measure some of the tipping groups in adjoining areas will join the new regions until their .own are set up.

Group co-ordination officer for the RHA, Mr Kerril Spencer whose brainchild the new scheme is, will have the job of setting up the National Tipping Service.

He will set up a system of local tipping groups, regional committees and a national committee. The new service will be able to run its own seminars and events including the Tipping Convention which is unlikely to change in form.
