Which of the following most accurately describes the problem?

" drivers referred to in recent issues of your journal. I agree with both H. E. Oxnard and D. T. Forrest that when two vehicles meet and there is room for only one to overtake, the driver who gives a single flash on the headlight indicates that he is giving way for the other driver to come through. This is the normal procedure in my part of the country and it does not mean that the driver is coming through regardless.
