Which of the following most accurately describes the problem?

" THE use of farmers' goods vehicles

1 under F licences is restricted to the conveyance of agricultural produce and articles required for agricultural land. The view which my predecessors and I have always taken is that such use does not cover the conveyance of nursery produce, but the question could be finally determined only by the courts."

The Minister of Transport gave this information to Mr. Bossom, in the House of Commons, on Monday. Mr. Bossom had asked that growers might he allowed to carry all nursery produce under so-called F licences.
