Which of the following most accurately describes the problem?

The Mendips and Cheddar Valley tipper operators and quarry owners have reached agreement over their new rates schedules, but their Devon counterparts are as yet unable to emulate this achievement.

A spokesman for W. L. Valiance Ltd., haulage contractor of Exeter, told CM this week that a new rates schedule worked out on a mileage basis had been agreed by all but one of the quarries, the Glendenning Group of Ashburton. Some operators had refused to do work for the Glendenning Group, and, if agreement was not reached by April 1, it was likely, he said, that all operators would withdraw their labour.

A meeting of all the operators concerned will be held within the next two weeks, and if agreement cannot be reached with the remaining quarry, it is likely that more militant action will be proposed by the operators.
