Which of the following most accurately describes the problem?

• Dozens of hauliers have won a campaign to give a run-down truck park a face-lift as part of a £400,000 scheme.

The hauliers had complained for some time about the poor conditions and lack of security at the busy Wakes Ground truck park in the centre of Willenhall, Walsall, West Midlands.

The site is currently used by up to 40 trucks a day. Complaints have ranged from too many potholes, to inadequate security and poor washroom facilities.

Now Walsall council has started improving the site. A council spokesman says: "Proposals have been put forward to landscape the site, level the surfaces by filling in the potholes and provide toilet and shower facilities, fencing and security lighting to safeguard the trucks overnight.

"At present we are levelling the site at a cost of £69,000," he adds. "The rest of the work is likely to be carried out when the money becomes available—the total cost would be just under £400,000."

In the meantime, the owners of West Midlands House, which borders the site, have offered the hauliers the services of their washrooms and cafeterias.
