Which of the following most accurately describes the problem?

• Greater Manchester Buses subsidiary Charterplan has added a Leyland Tiger 260 with Plaxton Paramount 3500 four-star body to its fleet. Three secondhand Volvos have also been taken on. "They are the first vehicles bought by the company since deregulation in 1986," says Charterplan boss David Verity. "The decision to purchase represents an expression of confidence by the board in our future".

This expression of confidence comes at a time when GMB is contemplating hundreds of job cuts and shedding one of its three divisions in a 25 million cost-cutting exercise (CM 6-12 April).

Greater Manchester Passenger Transport Authority is increasing its concessionary fares by 2p to 14p — following GMB's decision to raise its commercial fares by an average of 11.5%.

Earlier this year the PTA decided to hold down concessionary rates, but the new commercial hikes have seriously affected its fixed concessionary support budget of 232.4 million. "We acknowledged that if the operators decided to increase general fares by around 10%, the cost of concessionary support would increase by a further 24.2 million unless savings were made," says PTA chairman Guy Harkin.
