In April, in a letter to Ken Abram, granting an application to move its operating centre. from Parbold to Rufford, near Ormskirk, Mr Hutchings listed his environmental conditions he wanted to impose.

He also refused the company's application to add 10 vehicles and six trailers to its licence, (CM, April 6). Following representations from the company, Mr Hutchings has granted the additional vehicles and altered the proposed conditions, giving the company more flexibility over the times at which it can use the operating centre.

He has cut the number of conditions from seven to four.

The first restricts the number of vehicles which may be kept at the operating centre for parking or maintenance to 12 vehicles and 24 trailers without restriction on the size and type.

The second restricts the times when authorised vehicles may be moved or maintained and the times at which any equipment may be used for such movement or maintenance to 3.15pm to 8pm, Monday to Friday, to 5.15am to 4pm on Saturdays and none on Bank Holidays and Sundays.

That condition will not apply in any emergency but any movement or maintenance outside those hours must be reported in writing to the LA within 72 hours.

The third is that no vehicle or trailer may be reversed into or out of the operating centre.

The fourth is that no vehicle or trailer is to be left standing unattended in Cousins Lane.

The timing conditions do not take effect until January 31, 1986, but the others come into force immediately.
