Which of the following most accurately describes the problem?

riA SERIOUS warning was issued to Jacks Motors, Ltd., Blackburn, by Mr. F. Williamson, sitting as the North Western Licensing Authority, at Preston on Tuesday, after it had been revealed that they had been operating outside the conditions of their A licence, and on 35 occasions had used B vehicles for unauthorized operation. This could have led to several prosecutions and ultimately suspension or revocation, added Mr. Williamson.

The company wished to bring all their existing vehicles, at present specified on seven licences, under one A licence with a normal user of "mainly cotton mill products and requisites, batteries and requisites, chemical products and requisites, machinery and like goods, scrap metals, foodstuffs, grain, cattle, poultry and dogfoods, oils and greases, furniture and household effects, building materials, Lancashire, London, Midlands, Wales, Bedfordshire, Scotland and Yorkshire." If it were granted three A licences would be surrendered and five units would be deleted from their B licence. Thirty vehicles of 1171 tons were involved, one to be used for maintenance purposes. The application was part heard.

Mr. Williamson said that the company must realize that an A licence carried conditions which must be adhered to, but possibly the 25 A units could be put on one licence. The breaches of the B conditions were more'serious and the five vehicles could not be transferred to all A licence. The suggested normal user was too ambitious and he suggested that something more specific should be submitted before a definite decision could be announced.

FARE INCREASES GRANTED

DESPITE objections that they were 7 "excessive and unjustified," applications by Cumberland Motor Services. Ltd., Whitehaven, for increased bus fares on their country routes were granted by the Northern Traffic Commissioners at Carlisle on Tuesday.
