Which of the following most accurately describes the problem?

• Trucks used exclusively on Britain's small islands will have to be equipped with speed limiters by the end of July, despite the Road Haulage Association's attempts to get the Department of Transport to reverse its decision.

RHA operations director Tim Inman says the move is "absurd". Goods vehicles on the islands do not have to be fitted with tachos: fitting a limiter on its own will be difficult and costly, he says. Most island roads do not allow vehicles to drive at limiter-restricted speeds of 56/60mph.

"The offshore haulier cannot win" he says. "He does not fit a limiter and risks prosecution or he fits one set at a speed his vehicle will never achieve."
