DESPITE A SERIES of test failures and prohibitions over the past year a company has kept its licence because of its good record over 40 years.

Beddlington-based R Bias Haulage had been called before North Eastern Traffic Commissioner Tom Maeartney at a Leeds disciplinary inquiry. It held a licence for 18 vehicles and eight trailers, with two vehicles and three trailers in possession.

Vehicle examiner James Johns reported that live immediate and two delayed prohibitions had been issued over the past five years.

In September and October 2002 a trailer failed its annual test on five occasions: in May 2003 a vehicle failed its annual test for missing and loose wheelnuts and a trailer failed for a defective service brake.

In July 2003 a vehicle and trailer were given immediate prohibitions after the fully-loaded trailer became detached as it negotiated a roundabout and demolished crash barriers.

The detachment was caused by the release lever being free to move with the safety clip in position. It was an obvious defect and should have been picked up by routine inspection.

Director Raymond Binks said that they had been unable to find why the detachment occurred and he could only think that the hydraulic hose of the tipping gear had activated the manual release lever.

The scale of the operation had been greatly reduced, he said, and for the future the company was not likely to require more than four vehicles and four trailers.

He gave a series of undertakings about the future maintenance arrangements.

Cutting the licence to four vehicles and four trailers, the TC said the company had to be exemplary in the industry with immediate effect if its licence was to survive.
