Which of the following most accurately describes the problem?

• A company owned by a man who won £175,000 on the football pools was granted an 0 licence this week by the Metropolitan LA Mr D. I. R. Muir, for one vehicle and trailer, despite the issue of an immediate and a delayed GV9 in November last.

The application, made by Mr J. Duffey, of Warley Mount, Brentwood, was for one vehicle and trailer in possession with one more vehicle and trailer to be acquired. Since the original application a limited company had been formed and one of the directors, Mr F. Francis, represented the firm at the inquiry.

Mr Francis said that he had had experience in road haulage, working for BRS and BR and had recently completed a three-week Motec managerial course. Mr Duffey, he said, had had no previous connection with transport.

Referring to the issue of the GV9s in November, Mr Francis said that the vehicle concerned had since been sold and a new ERF unit acquired. Premises had recently been bought at Grays. Essex, but workshops had not yet been entirely completed and, in addition, a difficult and unmade road was used for access. Both the workshop and the road were due to be completed by June this year. The business was concerned mainly with the haulage of tinned meat and food-stuffs to and from Newcastle.

Mr Francis said that Mr Duffey was a man of "substantial means" and when asked by Mr Muir to elaborate he explained that he was the winner of £175,000 on Littlewood's pools. Mr Duffey was now anxious to go seriously into the haulage business.

Granting the licence, the LA said he was satisfied that the maintenance facilities were adequate for the one vehicle and trailer operating at the moment but the firm would have to reapply for the margin when the next vehicle, already on order, was delivered.
