Which of the following most accurately describes the problem?

I THOUGHT IT would be helpful to write to you to remove any uncertainty arising from changes to the administrative procedures for operator licensing in the Welsh and West MicllandTraffic Areas.

No change has taken place in the legal responsibility for operator licensing, which under the Public Passenger Vehicles Act 1981 (for PSVs) and the Goods Vehicles (Licensing of Operators) Act 1995 (for goods vehicles) rests with Traffic Commissioners Despite some reported statements to the contrary,Vosa has no responsibility for operator licensing: the role of the agency is solely as suppliers of staff and other administrative support to the TCs to enable us to carry out our statutory functions.

In providing that support,Vosa has decided that applications for new licences and variations to existing licences should be addressed to an office in Leeds.That office now processes such applications but will make no decisions on my behalf. Decisions on whether or not to grant applications,and if so whether in whole or in part, will, as in the past, be made by myself asTC; by a Deputy Traffic Commissioner acting in my absence; or by a member of the Traffic Area staff to whom I have delegated power to take certain decisions on my behalf.

All delegated decisions will, as before, be taken in the Traffic Area Office (Office of the Traffic Commissioner) here in Birmingham.

One reason for confusion among operators and in the trade press may be that Vosa e-mail addresses are used forTC staff and indeedTraffic Commissioners themselves.We have asked for this to be changed, which I hope will be done in the near future.

Any action contemplated against an 0-licence is likewise entirely a matter for Traffic Commissioners.
