Which of the following most accurately describes the problem?

• The Western LA has refused, in writing, an application for two vehicles by Mr A. F. McColl, of Southville, Bristol.

Mr J. Cox, Western area secretary of the RHA, made representations on behalf of two directors of Coronation Transport Ltd, a business with which Mr McColl was once connected.

The LA, Mr J. R. C. Samuel Gibbon, stated in his decision that while he could rely on the evidence of Mr J. F. Clague, one of Coronation's directors, he found it impossible to take the same view of the applicant's.

The applicant freely admitted he had been operating unlawfully but it had been impressed on the LA that he should take into account the previous good character for the past 15 or 20 years.
