Which of the following most accurately describes the problem?

• Far from the incidence of overloading being as high as the 10 per cent suggested by the AA in the summer issue of its magazine Drive, it now appears that a more accurate estimate would be of overloading occurring on between two and four per cent of lorries on the road.

In a written answer in the Commons last week Mr John Peyton told the MP for Colne Valley, Mr David Clark, that, depending on the time of year between, two and four per cent of lorries are overloaded.

. A DoE spokesman told CM this week that the percentages quoted by the Minister are based on statistics from the Department's vehicle examiners. The weather influences the situation considerably with overloading being the most frequent during the spring and autumn and at its lowest shortly after Christmas.
