Which of the following most accurately describes the problem?

• British Road Services are to close their Howgate depot, near Whitehaven, Cumberland and 34 employees will lose their jobs. The depot was scheduled for closing earlier this year, but was reprieved and it was thought would be kept going for at least another two years. Mr A. Lavery, who was traffic manager at the depot until 1964 and later started business on his own account, was recalled by BRS to take charge at Howgate last January. He resigned recently because, he stated, of non-cooperation from BRS head offices.
