'Section 69' from a European correspondent • The EEC Commission may take Italy and Luxembourg to the Court of Justice charged with "hours offences" because, it is alleged, they have not backed up the EEC regulations with enforcement procedures. The regulalations are, it is said, being ignored in the absence of penalties.

Last year Belgium was threatened for non-compliance, after dropping an agreed enforcement procedure; recently in France after a series of fatal accidentehad brought criticisms, operators stated openly that it was impossible to comply with the daily driving limits.

European sources suggest that enforce ment will not be implemented properly until tachographs are in use by all member states; only Germany and Holland appear to be backing the hours regulations with enforcement.
