Which of the following most accurately describes the problem?

• The Road Haulage Association was this week writing to the Greater London Council to protest at the impression given by what it considers to be a provocative and inaccurate announcement about plans for banning heavy lorries in central London.

The RHA told CM on Wednesday that newspaper stories about the ban were premature and misleading. Discussions about prohibiting certain commercial through traffic have been going on between the GLC and interested bodies for some time — a meeting of the working party was held on Wednesday — but no decision about the extent of the ban or the precise size of vehicles affected has yet been taken.

Both the RHA and the Freight Transport association say they have a clear understanding that, in any case, the access rights of heavy vehicles will not be affected.
