Which of the following most accurately describes the problem?

REGIONAL MANAGERS for six of the nine Road Transport Industry Training Board regions which are scheduled to be in operation early in the New Year were named this week. Four joined the Board's staff on December 1: Ernest Reffold, 42 (former Group training officer, Leyland Motor Corpn.) appointed to head the London and South Eastern Counties region; Stephen Dunford, 35 (traffic assistant to the general manager, Pickfords Ltd.) Eastern and Southern Counties; Raymond Blows, 42 (general manager, Harold Wood and Sons) Yorkshire and Humberside Region; Harry Floyd, 49 (deputy group traffic manager, Co-operative Wholesale Society, and a former national vice-chairman of the TRTA) North Western Region. Two regional managers who will join the Board on January 1 are: Oliver Johns, 46 (formerly training officer, Bulwark Ltd.) appointed to South Western Region; and Leslie Williamson, 46 (group service manager, Joseph Lucas Ltd.) Midlands Region. The regional managers were selected from over 800 applicants.

Regional centres will be set up in Bristol, Manchester, Leeds and Birmingham within the next two months, in addition to the regional training facilities for the London and South Eastern Counties and the Eastern and Southern Counties which will be operated from the Board's headquarters in Wembley, Middlesex.

Larry G. Rice, 42, has been appointed director of marketing and sales for Rootes Motors Ltd. A Canadian, he was director of marketing services for the Chrysler Corporation's group vice-president automotive, before joining Rootes in 1966 as marketing manager for Humber Ltd. He was appointed director of marketing for Rootes in May this year.

D. F. Scott, Associated Engineering (Sales) Ltd. executive buyer, and J. W. Fowler, the company's data processing manager, have both been appointed to the board. C. Hunt, 22, and T. Sutton, 37, have been appointed Florida Auto Lamps district representatives at Southampton. J. H. Hammond will cover South Wales and A. Abraham Northamptonshire.

M. B. Leggett has been promoted to Super Oil Seals and Gaskets Ltd. seal division general manager. He was sales manager.

J. A. Wilson, 43, has been appointed chairman of the Gordon Tools Ltd. group. R. Gibson has been appointed managing director of Gordon Tools Ltd.
