Which of the following most accurately describes the problem?

AT a sitting last week of the Scotfish Licensing Authority in Edinburgh, John Russell (Grangemouth), Ltd., of Camelon were successful in their application for an A licence for four articulated units totalling 38 tons (including four refrigerated containers of 10 tons), all to be acquired, for "frozen foodstuffs from Scotland to Midlands and London."

Mr. W. Quin, Scottish Licensing Authority, granting the application. said that the customer witness had indicated that he required refrigeration, and had given ample evidence to justify the tonnage, applied for. A further point was the fact that one of the objecting witnesses had agreed that refrigerated containers were better than insulated containers for this type of traffic.
