Which of the following most accurately describes the problem?

AN application by Mr. L. F. Bowen. Birmingham, to run tours to Norway and 'Sweden was refused by the West Midland Licensing Authority, last week.

Barton Transport, Ltd., Chilwell, Notts, objecting to the application. stated that although it had spent over £5,000 in advertising Scandinavian tours, only 118 passengers had been carried during the past season.

Mr. Bowen alleged that objections by rival operators were "merely camouflage for a desire to get in on the idea themselves." A representative of the Lep travel agency stated that his company was satisfied that there was a demand for the tours.
