levied between 07:00hrs and 18:30hrs, Monday to Friday, and the daily fee will allow a vehicle to enter and leave the charging zones as many times as they require that day. Cameras will read number plates of vehicles entering or leaving the charging zone, and will match them with a database.
Fleet operators with 25 or more vehicles will be able to enter into special payment arrangements for the London congestion charge. Under these schemes, vehicles—including those leased or hired—will need to be registered in advance. Charges of £10 per vehicle per year will be levied for each registered vehicle as an initial cost to cover administration, and operators will then enter one of two payment schemes.
Under the Periodic Notification Scheme, fleet operators will provide a list at the end of each monthly account period of which registered vehicles have travelled in the charging zone on each day. This will then be checked against the cameras. The fleet operator will be charged £5 per day per moving vehicle within the zone during charging hours.
Under the Automated Decrementing Scheme, fleet vehicle numbers are captured by the network of cameras and appropriate charges are calculated automatically, However, fleet operators will pay £5.50 per day per vehicle moving within the charging zone during charging hours under this scheme. Tfl, says this "uplift" is to "offset the administration required and charges of vehicles not captured by the camera network".
