Laura.naitstonefarbi.co.uk VOSA HAS revealed that it plans to break-even by the end of this financial year, wiping out a highly publicised linancial black hole that stood at .1.22.5m in 2006107 The agency has been working hard to reduce the deficit over the past few years and in its 2010/11 business plan, published last week. VOSA forecasts the deficit for the 2009/10 period to be 15.6m.

Pledging to break-even by March next year. VOSA says it will continue to deliver efficiencies across the organisation, including a reduction of Dm in staff costs this year.

Meanwhile, the Department for Transport has set VOSA an ambitious target of Opening 40 new Authorised Testing Facilities ( ATFs) by 31 March 2011, as part of the business plan's annual targets VOSA tells CM this does not include conversions of Designated Premises (DPs), meaning an average of three new ATFs need to open each month for the next 12 months for VOSA to hit its target.

Wincanton, Truck East and Scania are the only firms to have signed the ATF contract since publication in January, and just two ATF sites are currently live.

In order to encourage more testing to he carried out at private sector-owned and run sites. VOSA has removed the supplement fee charged for tests at DPs and ATFs.

VOSA is also going to focus its efforts on getting AfFs opened in 20 catchment areas "The 20 areas have not yet been confirmed. To help us understand the potential level of ATF take-up across the country. VOSA has already carried out some market analysis work within the geographical areas attached to our 68 full-time goods vehicle testing stations.

"The areas will he confirmed as soon as possible. using the information gained from this work," a VOSA spokesman says.

The business plan also states that VOSA will extend its Powers to Stop currently used in England and Walesto Scotland.At present, VOSA relies upon the police to stop vehicles north of the border. It is expected the change will be implemented in Q3 or Q4 of the current financial year.

The business plan also reveals HCiV licensing and testing volumes forecasts (see tables).
