Which of the following most accurately describes the problem?

I'M WRITING regarding the authorities response to the tragic accident involving a vehicle travelling back from the V Festival on the clockwise M25 at Junction 28 in the early hours of 21 August.

While I'm sure we all have every sympathy for the bereaved families, if we can leave this emotive issue to one side,the question must asked: was it really necessary to close the entire clockwise section during a peak period for nine hours?

The facts of the case are that it appears that no other vehicle was involved and that the vehicle had left the carriageway at 3am and come to rest in an adjacent field, yet the motorway did not re-open until 12pm.

I'm fully aware of post-incident procedures, but surely they should not require an entire carriageway of the busiest motorway in Europe closed for nine hours.

If the authorities aren't able to co-ordinate their accident investigation teams, should the rest of us he inconvenienced and suffer the financial implications — not to mention the environmental damage? I feel the time has come to question how the authorities are dealing with this type of incident, as excessive motorway closures appear to be common practice after every incident.
