Which of the following most accurately describes the problem?

• The Welsh Office has ordered Brecknock Council. Powys to reconsider its decision to retain its current refuse service contractor for a .£2.5 million fee, despite a 20,000 lower bid from French firm Sitaclean.

The in-house contractor maintains that ..9,000 is a truer figure for the difference in bids when redundancy pay and overheads are taken into consideration. The council claims the Welsh Office intends to "make an example of us".

The request for the Welsh Office to intervene did not come from Sitaclean but from the Brecon Ratepayers Action Group. Brecknock Council expects to reach a decision over the tender this week.
