AN INDEPENDENT coach operator has spoken up in favour of the Minister's licensing proposals.

East Midlands Coach and Independent Bus Sector (CIBS) member Peter Rogers of Rainworth Travel, Notts has written to Transport Min ister, Norman Fowler, CPT director-general Denis Quin and CIBS national chairman Ron Whittle to give qualified support to the relaxation of bus licensing.

But Mr Rogers qualified his approval of the proposed changes by telling the Minister that decontrol of express licensing might fragment the current National network of coach services and make through arrangements for the public and ticketing arrangements for travel agents more difficult.

Tighter quality control regulations will be needed when excursion and tour licences are abolished and, warns Mr Rogers, "due cognizance" will have to be taken of the powerful "middleman" influence of the travel industry.

Licensing should be abolished, but there should be a new "excursion operator" licence akin to the present Certificate of Professional Competence.

To Denis Quin, Mr Rogers suggests that CIBS hold discussions with the representative body of the hotel and catering industry to set out an "approved list" of coach operators.

To CIBS national chairman Ron Whittle, Mr Rogers writes that he is worried CIBS policy does not represent his views or the views of the average operator.

He suggests that CIBS should call an extraordinary general meeting or have a postal ballot to obtain a more accurate impression of the feeling of the membership.

Rainworth Travel operates 12 coaches and holds a number of excursion and tour licences.
