Which of the following most accurately describes the problem?

VlTAL principles were raised before

the Northern Licensing Authority, at Stockton-on-Tees, on Tuesday, when Hay's Wharf Cartage Co., Ltd., applied for a licence to run two furniture vans based at Stockton. These were previously owned by Walton Carriers. Ltd., Stockton, which was acquired by the B.T.C. on March 3. That concern then ran 15 vehicles on general haulage, and two pantechnicons.

Mr. A. W. Balne, of Hay's Wharf, said it was the Commission's policy to pass to the company any part of any undertaking which it acquired, dealing with excluded traffic. Therefore, the company was applying for a licence to run these vehicles as part of the Pickford organization, whilst retaining the name of Walton Carriers, Ltd.

Objectors stated that, although they would not have opposed the applica tion had it come from Walton Carriers, Ltd., they resented any encroachment into the area by Pickfords, Ltd. Mr. T. Campbell-Wardlaw, for the objectors, submitted that the application should be dealt with as if from a newcomer, and he saw no reason why the Hay's Wharf concern should be given any preference.

Decision was reserved.
