Which of the following most accurately describes the problem?

• Having retained its own refuse collection and disposal contract, Warrington Borough Council has re-equipped its fleet with II ERF E8 6x4 municipal chassis and an EC8 4x2 with skip loading gear.

The waste collectors are powered by 275hp Cummins engines with Allison automatic transmissions and rubbermounted Rockwell double-drive axles. Most of the 6x4s have Dennis Eagle 22m3 collection bodies.

Warrington opted for ERF's composite cabs to avoid corrosion problems experienced in the past; it chose sleeper-cabs for its two-man-crew working arrangements.

The council also runs its own vehicle repair workshops but the new vehicles are all covered by an extended five-year warranty.
