Which of the following most accurately describes the problem?

change trailer

MAKING its debut at the Scottish Show today is a trailer specially designed for changing height standards on German Railway piggyback services through Austria and Yugoslavia. Produced by Collen (Transport Designs) Ltd of Gillingham to meet piggyback requirements, the trailer is extendable in height from 3.6m to 4m.

German Railways are currently examining bridges on routes used by Middle East hauliers and hope to be able to raise the present 3.6m minimum trailer height to 3.85m. The Collen design has telescopic end posts which are claimed to give flexibility to meet any change in height limits.
