Which of the following most accurately describes the problem?

UNLESS adequate protection is provided by the body, the rear wheels of every trailer, or in the case of a two-wheeled trailer both its wheels must be provided with wings to catch, so far as practicable, mud or water thrown up by the wheels. The following exemptions to this regulation apply: trailers in an unfinished condition travelling to a works for completion, land implements, land implement conveyors, living vans, watercarts, trailers used for carrying round timber, fire brigade trailer pumps, trailers limited to 12 mph or less and broken-down vehicles being towed in consequence of the breakdown.

A trailer plate consisting of a white equilateral triangle with sides 150mm and nine red reflex lenses 19mm diameter thereon must be carried in a verticle position at the rear and on the centre-line or to the offside of the trailer not more than 4ft from the ground. This plate must be easily distinguishable and kept clean and unobscured. This regulation does not apply to artics, broken-down vehicles being towed in consequence of the breakdown, trailers drawn by passenger vehicles with less than seven seats, trailers for carrying round timber, road-roller water carts and agricultural trailers and implements. The trailer plate is not required if the trailer is fitted with two reflectors of the approved type.

Generally speaking all trailers require springs but agricultural trailers, those used for carrying felled trees, works trailers, broken-down vehicles being towed and trailers under 4 tons unladen weight used on rough ground or for road sweeping not drawn at a speed over 20 mph are exempt. Trailers used on rough ground must be fitted with pneumatic tyres and the road-sweeping ones with either pneumatic or solid rubber tyres to fall within this exception.

With some minor exceptions pneumatic tyres are required on trailers. Re-cut tyres must not be used on trailers which do not exceed 1 ton unladen weight, plant trailers not over 45cwt, or living vans which do not exceed 2 tons unladen weight. The requirements respecting pneumatic tyres and , recut tyres do not apply to works trailers, trailers used for street cleansing, refuse collection or gully or cesspool emptying, water cart for a road-roller, agricultural trailer or broken-down vehicle being towed.

Where a trailer is being drawn by a rope or chain the distance between the drawing vehicle and the trailer must not exceed 15-ft. 'Where the distance between trailer and towing vehicle exceeds 5ff, irrespective of the manner of attachment, the means by which they are attached to one another must be made clearly visible to other persons using the road. No means of doing this is specified but one would assume that having the drawbar brightly painted, or tying a piece of red rag or something similar to it would suffice.
