Which of the following most accurately describes the problem?

• Members of Leicester City Council were told by the chairman of the transport committee on October 28 that there had been a significant step forward in the talks between the corporation's transport department and Midland Red. Talks have been going on for several months regarding the takeover by Leicester City Transport from the NBC of the Mr. Lewis. He had also had correspondence with the Ribble bus company which served that area and which said it was a matter for the city council.

Then, if appropriate, an approach should be made to the company to work out practical means of affording such concessions as the council might wish to see introduced and the method by which it would pay for them.

Mr. Lewis also asked for serious consideration to be given to concessionary fares for children when the school leaving age was raised. operation of the whole of the eastern division of Midland Red's bus services, including the services centred on Leicester.

The obstacle to the proposals is not. I understand, the objection of the National Bus Company, nor that of Midland Red. Mr, L. H. Smith, general manager of the Leicester undertaking, told me recently that the main obstacle was the lack of provision in the Transport Act 1968 for the takeover by a municipal undertaking of an NBC undertaking or part of such an undertaking. The Act was drafted in terms of co-ordination and integration of services of different companies or undertakings, or operation of services under contract.

To achieve the joint aim of Leicester and Midland Red would require the passing of a special Act which would be both costly and lengthy. Legal experts are examining the Transport Act to see if the way can be cleared without resorting to such a measure. F.K.M.
