Which of the following most accurately describes the problem?

• The Scottish LA, M. A. B. Birnie, attempted to meet the needs of the island of Islay at a sitting in Glasgow on Thursday of last week when three cases were heard, but confessed: "I had hoped to have the full picture before me but I am not getting it. There is general need for more vehicles there, but is there need for all the extra vehicles? How many are needed and who should have them?"

The LA was referring to the fact that in addition to the applications being heard, two further claims have been made involving Islay. The situation follows introduction of the Western Ferries Ltd. vehicular ferry crossing in early 1968 which replaced traditional -puffer"-carried sea-borne goods traffic.

Mr. B. Mundell, of Tarbet. asked for conversion of a Contract B to normal B on an amended use of "Goods for Alexandra Transport as required and lime within the county of Argyll". The LA approved the change subject to provision of satisfactory information on the existing contract and earnings.

Mr. John A. Bell. of Ballygrant, Islay, long-established contractor on the island. asked for variation of his B licence to give two extra artics of 11+ tons and two trailers. Case for the applicant was that it handled all the internal Islay traffic in association with Mundell, the previous applicant, but had not enough tractive units to clear the trailers now being ferried across by the new boats.

For the objectors, Kelman of Turriff, it was contended that there was a very close arrangement between the firms of Bell and Mundell, and that the applicant depended on one person for his business, and that same person was his witness. Because of this tight association there was all the more need for justification.

The LA granted one vehicle, exercising his discretion in the public interest.

In the third case Kelman of Turriff, Aberdeenshire. asked for two new vehicles on A licence for bulk transport work. including traffic into and out of Islay.

Mr. J. Kelman contested that Islay was within his permitted area of operation and indicated that he had taken advice on the matter.

The case was adjourned. The date and location to be settled.
