Which of the following most accurately describes the problem?

Last week the Road Haulage Wages Council confirmed the 10s a week increase in basic pay agreed at an earlier meeting and published as a proposal in R. H.(89). The Department of Employment and Productivity must now give its approval: when the Minister. Mrs Castle. has signed the necessary order the increases will be given legal force in Order R.H.1901, probably taking effect early in the New Year.

As well as the basic pay increase, night subsistence will go up to 25s, night work rates will rise by "I d an hour, guaranteed fall-back pay will be £16, and three-yearservice employees will get a third week's holiday.
