Which of the following most accurately describes the problem?

• As carriers' licensing will continue for vehicles in excess of 16 tons plated weight (or 5 tons unladen) after operators' licensing is introduced, the Ministry of Transport has found it necessary to amend the Goods Vehicles (Licences and Prohibitions) Regulations 1960. This week the Ministry circulated draft amendments and has invited comments from interested parties by November 18. The amendments have been designed to avoid inconsistencies with the proposed procedures for operators' licences.

The principal change is to regulation 14 which will abolish the existing weight restriction on a vehicle which is temporarily included in a carrier's licence in substitution for another vehicle. The amendment also includes articulated combinations in the new regulation. Whereas the existing regulations permit the use of such a vehicle for one month without a licence fee being payable, the amendment proposes that this be extended to three months.

The period for objection to applications is proposed to be extended from 14 days to 21 days and changes of address must be notified within three weeks instead of seven days as is the case at present. If an identity certificate or licence is lost, destroyed or defaced during its currency period, then the Licensing Authority is authorized to issue a duplicate without payment of fee by the holder. Under existing regulations when a vehicle is sold the holder of the licence is required to notify the LA within five days. This period will be amended to three weeks. If ownership should change due to death, incapacity, bankruptcy, liquidation, sequestration of his estate or the appointment of a receiver or manager then notification must be made within two months.

Whereas, at the moment, the Licensing Authority may fix a date for a public inquiry within 14 days of the issue of Applications and Decisions the proposed regulations remove this facility, since objections can be lodged within three weeks of the application appearing in A and D's.
