Which of the following most accurately describes the problem?

• More than half of the 184 British trucks stopped in a vehicle check in Hampshire last week were found to be mechanically faulty. This compares with a fault rate of just over a third of the 100 foreign vehicles which were stopped.

The 48-hour check, in the Portsmouth and Southampton area, uncovered a total of 217 offences, including drivers hours and overload faults: 158 will lead to prosecutions with 59 cautions. They included a British artic loaded with cattle which was nearly 5.5 tonnes overweight. A mast of one of two yachts on a Dutch drawbar rig was hanging more than 4m over the trailer.

Last week 22 of the foreign truck drivers pulled over at the Botley HGV testing station were fined at Eastleigh magistrates court — British drivers will be appearing there soon to answer 33 offences for brakes; 16 for tyres; 11 for vehicle excise duty and nine for overloading.
