Which of the following most accurately describes the problem?

WITH MY reputation for "potted, poisoned political nonsense," I am almost afraid to refer to the spying in Western Europe by Eastern Bloc lorry drivers (Commercial Motor, April 16). I would not like it to be thought that I was uncharitable towards the nice KGB.

But the fact remains that there are sinister goings-on in European transport which cannot be ascribed to ignorance of basic running costs. Why, for instance, did the Russians recently send a load of pots and pans from a town 400 miles north of Moscow to a destination in the Black Forest and sell them at a price that barely paid for the fuel?

Similar losses have been incurred on deliveries of waste paper from Russia to France. Copies of Pravda, I presume. Ohl dear, I have been nasty again.
