Which of the following most accurately describes the problem?

BUS GRANT payments to stage carriage operators are to be resumed on a temporary basis—they had previously been suspended pending a decision on how the outflow of government cash could be limited to £42m a year in real terms. The Government have said it is determined to cut the amount of money paid out in Bus Grant, but the method of cutting down has yet to be worked out.

The Confederation of British Road Passenger Transport is pressing for the level of grant to be reduced from its present 50 per cent, rather than an annual cash ceiling be applied that would be unfair to some operators. The temporary arrangements that will last only until June 30 are as follows : 1. Only ElOm will be paid out in this period.

2. Only one claim per operator will be accepted.

3. For operators of over 100 vehicles the total number that can be granted aid up till June 30 cannot exceed onefifteenth of the operator's fleet.

4. For municipal operators with fewer than 100 vehicles, payments would be the total amounts already estimated for payment in that period.

5. For independent operators with fewer than 100 vehicles, payment would be on the basis of one vehicle per 20,000 miles of stage-carriage operation.
