An operator has been left owing 11,400 on a vehicle he no longer owns after he was caught running it without an Operator's Licence. The truck was impounded by the Vehicle Inspectorate; now North Western Traffic Commissioner Beverley Bell has refused his application for its return.

James Jones, of Nelson Street, Waveriree, had applied for the release of a vehicle impounded by the VI on 8 February. An 0-licence held by Jones' wife, Marguerita, was revoked by the TC in July 2000 on maintenance grounds.

Vehicle examiner Colin Gossage said he had seen Jones driving the vehicle con cerned in October Last year. He later found the vehicle unloading a skip at the Garston waste transfer station. It was also seen working in February, loaded with two skips handling rubble and domestic rubbish.

On 8 February the vehicle was given an immediate prohibition for a number of defects and was impounded.

Jones said he was in the process of applying for an 0-licence and had four yard. He had been buying s ond-hand skips and had used vehicle a couple of times tot empty skips to Garston for si age purposes. Jones added t he still owed E1,400 on vehicle.

He admitted that he did hold an 0-licence at the time when questioned agreed thal had been using the vehicle in skip-hire business before he I obtained an 0-licence, and t he had been operating illeg for some time.

The TC said it was clear t Jones did not fall within an the permitted exemptions as had been using the vehicIE connection with his trade business, The vehicle will r be sold or destroyed.
