Which of the following most accurately describes the problem?

• Lincoln Haulage has been ordered off the road by North Eastern Licensing Authority Frederick Whalley.

The Houghton Le Springbased firm has had its licence authorisation halved from 40 vehicles and 30 trailers to 20 vehicles and 14 trailers — but it cannot operate at all until a fresh licence application has been approved.

Lincoln was up before the LA for a series of offences, including persistent speeding; a prohibition notice; failing to declare hours convictions; and not reporting a drink-driving penalty against a director.

Traffic examiner Frederick Taylor said that tacho charts showed 12 drivers with a "regular pattern of speeding". Lincoln said the drivers had been warned and two sacked.

Whalley said he wanted to drive the message home that the business had to be run properly, particularly where safety was concerned. He wanted a fresh application, supported by details of how the company planned to ensure that drivers kept to speed limits.
