• A minor alteration to the Memorandum in the articles of association of the Institute of Road Transport Engineers would give the IRTE charitable status, the secretary, Mr. J. A. Fletcher, said on Wednesday. He was speaking at the a.g.m. of the South London centre. Mr. Fletcher explained that apart from some saving on taxation and rates, this would establish the IRTE as an organization "for the public benefit" in the eyes of the Board of Trade, Inland Revenue and so on. This acknowledgement of unbiased interest in the profession of the road transport engineer separated the Institute from trade associations and other pressure groups, he suggested.

Various proposals for altering the articles of association were being prepared for submission to members, said Mr. Fletcher. The council had to take a wide view of what was possible in future transport engineering.

The main problem in revising the membership structure was to preserve the rights and privileges of Associates (Al ATE) but to reduce the number of corporate grades to conform to the probable requirements of the Federation of Engineering Societies for the title of T.Eng. (Technician Engineer). This title would, it was expected, be as popular and as widely recognized as C.Eng. Mr. Fletcher thought that Associates would retain initials after their names and would be able to vote for their own representatives who would in turn have a vote at the a.g.m. At the same time the majority of Associates might qualify for T.Eng. if re-graded to Associate Member. While the educational qualification for T.Eng. would probably be City and Guilds full technological certificate and five years experience in a responsible engineering position, there might be a number of equivalents.
