Which of the following most accurately describes the problem?

Nice story, said to be true, came my way last week. Seems there is a long hill on a main trunk road out of London where it is the occasional practice of a DoE man to stand at a bus-stop reading a newspaper, and when a truck grinds its way past in crawler gear, in a way that suggests it might be overloaded, he lowers his newspaper and a colleague and constable higher up the hill pull the suspect in for a check on a mobile weighbridge.

Chummy with an artic has had several friends caught this way, so decides to play a little game. Returning with a load of empty boxes, which he has had to sheet and rope, he sees the Ministry gentleman nonchalantly reading his ' newspaper at the bus stop, so he drops into crawler and labours convincingly past with screaming revs. You can guess what happened and the DoE gentlemen thought their weighbridge was playing up..
