Which of the following most accurately describes the problem?

THE RECENT upsurge in confidence amongst employers in the road haulage industry is beginning to tail off, according to a survey for the specialist driving service Overdrive.

Only 11.5 per cent of employers in road haulage expect to increase their workforce in the third quarter of 1978 (to September 30), says the survey, which canvasses the views over 1,000 firms and organisations.

This compares with 28.3 per cent of employers last quarter and with 5.7 per cent in the corresponding period last year.

A net increase in workload is anticipated by 26 per cent of employers, compared with 45.7 per cent last quarter and 15.7 per cent last year. An increase in sub-contracted work is expected by around 16 per cent, which is at the same level as last year.
