Which of the following most accurately describes the problem?

NORTH Western Licensing Authority Mr. C. R. Hodgson has delivered the following written decisions:—

J. A. Irving and Co. Ltd., of Liverpool, applied for renewal of its A licence for six articulated vehicles, five tractors not articulated and five flats (691 tons) and 26 trailers (27 tons). Mr. Hodgson has decided to grant the application as sought, except that the grant in respect of four of the vehicles and four trailers will be withheld for a period of three months from the date of the issue of the new licence.

Under the provisions of Section 178, Mr Hodgson has decided to suspend one vehicle, for two months, operated by Charles Henry Smith Ltd., Manchester, under C licence. This follows a hearing on May 11.

Also under this Section, he has decided to suspend one vehicle from the A licence of Malcolm James Woodhouse, of Lancaster, for one year to take effect on the expiry of the current short-term licence. In addition an application to substitute a 4-ton flat by a 4-ton tipper has been refused.
