Which of the following most accurately describes the problem?

.26iN APPLICATION lodged by W. J. 0, Jennings Ltd., Bude, to introduce seven extra stops on the Okehampton to Bude rail replacement service is to be heard by the Western Traffic Commissioners in Exeter on July 17 and 18. The application will be opposed by D. and M. Petrie of Halwill, Beaworthy, whose appeal against the granting of the original licence to Jennings was heard in January (COMMERCIAL MOTOR, January 20).

To date no reply has been received from the Ministry of Transport concerning the appeal, and D. and M. Perrie claim that no alterations should be made to the licence until the result is known. They have written to the Minister of Transport asking for a ruling about the holding of a hearing while an appeal is pending.

The original grant to Jennings was for an express service stopping at the old railway stations only, although Perrie had applied for a stage carriage service, and had been supported by British Railways. At the appeal it was claimed by Perrie that many complaints had been received from local people who had to walk two or even three miles from a station although the replacement express service passed the door. Perrie also claimed to be the established operator in the area.
