Which of the following most accurately describes the problem?

DURING the 12 months to April, 1950, the number of C-licensed vehicles rose from 619,268 to 697,674. A total of 6,346 vehicles was registered in that month, 338 Of which were for addition to existing fleets and the remainder for working by 3,220 new operators. Altogether, 901 of the vehicles will be engaged on retail delivery work, and 2,127 will operate wholly within a 25-mile radius.

An analysis of the total figures of C-licensed vehicles as at April, 1950, shows that 385,473 machines were up to 30 cwt. unladen weight, an increase of 46,533 over the figure for April, 1949. A total of 34,868 vehicles were over 3 tons unladen weight, compared with 28,980 in April last year.
