Which of the following most accurately describes the problem?

PLANS to ban heavy goods vehicles from the 12 routes into Windsor and two other routes in the area should be delayed for at least three months while the implications are assessed, say commercial and industrial interests in the area.

A meeting of companies and associations in the area described the plan as "the most swingeing measures proposed by any county authority in Britain under the Dykes Act."

An ETA spokesman said the meeting was concerned by cost increases caused by taking longer routes and the intrusion into the environment caused by taking the other routes.
